State and Federal Grants
State and Federal Programs assist local school districts and schools in addressing certification, teacher quality, professional development, and leadership development needs. The No Child Left Behind Act of 2001 (NCLB) is a federal grant program supporting quality education and accountability. Districts must submit a consolidated application for funds under this program on an annual basis. The two title programs under NCLB that the State & Federal Programs address are:
  • Title II: Preparing, Training, and Recruiting High-Quality Teachers and Principals and
  • Title V: Innovative Education Programs.
The 8(g) Local Teacher Quality Block Grant is a state grants program that provides funds to districts and eligible nonpublic schools/systems to support teachers in becoming certified and Highly Qualified, as defined by NCLB.

Title II, Part A
The purpose of Title II, Part A of No Child Left Behind is to focus on preparing, training, and recruiting high-quality teachers in the core academic content areas. Districts may use these funds to provide financial assistance to teachers to take required courses for certification and enhance their professional knowledge and skills.

Hurricane Educator Assistance Program (HEAP)
HEAP funds were appropriated to Louisiana Louisiana, Mississippi, and Alabama by the United State Congress under the Hurricane Education Recovery Act and are primarily to be used for purposes of recruiting, retaining, and compensating new and current teachers, school principals, assistant principals, principal resident directors, assistant directors, and other educators, who commit to work for at least three years in school-based positions in public elementary and secondary schools located in locations designated as major disaster areas under section 401 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5170) by reason of Hurricane Katrina or Hurricane Rita.

The local educational agency receiving the grant award will use the award to increase the number of certified and qualified educators for schools within the district. Recruitment and retention mechanisms may include the following:
  • Signing Stipends
  • Salary Premiums (salary increases for particular high need areas as identified by the district – e.g., mathematics teachers, science teachers, special education teachers, teachers for low-performing schools, etc.)
  • Performance-based Pay
  • Housing Supplements
  • Relocation Costs
  • Tuition Stipends
Available funds may also be used for one or more of the following activities: (1) to build the capacity, knowledge, and skill of teachers, school-based principals and assistant principals, as well as other educators in such public elementary and secondary schools, to provide an effective education, including the design, adaptation, and implementation of high-quality formative assessments; (2) the establishment of partnerships with nonprofit entities with a demonstrated track record in recruiting and retaining outstanding teachers and school-based principals and assistant principals; and (3) paid release time for teachers and principals to identify and replicate successful practices from the fastest-improving and highest-performing schools.
