Annual Financial Report (AFR) System
AFR System User's Guide. . . . Web AFR
The Annual Financial Report (AFR) is a summary of financial activities for the school year just completed that is reported to the State Superintendent of Education by each public school district or agency, and by certain types of individual schools. The AFR System User's Guide identifies or provides data requirements, record formats, schedule, and instructions for creating and submitting the AFR data. Appendix C of the guide provides instructions for the AFR Filebuilder, a tool provided for AFR reporting by charter, lab, and Recovery School District (RSD) schools. This tool is also available to any district lacking the capability for extracting financial data into the AFR formats. Notes: 1) All submitted AFR reports must be in the appropriate text-file format; and uploaded directly to the Web-based AFR System via the LEADS Portal (https://leads.doe.louisiana.gov/ptl/). 2) A district or school may elect to create and update its AFR files entirely on-line - - - however, once the file upload or on-line option is selected, the district/school must remain with that same operational mode for the entire data collection cycle.

AFR File Modification: LEAs With Type 1, 3, & 4 Charters
With collection of 2008-2009 AFR data, the LSU laboratory school, Southern laboratory school, and all charter schools (Types 1, 2, 3, 4, and 5) will upload school-level AFR data in text file format directly via the LEADS Portal. Site codes will be placed in positions 92-97 of each school-level record. LEA-level AFR data will continue to be uploaded by the city/parish school districts; and by RSD-LDE . To allow positive identification of LEA data and to prevent inadvertent overlay/deletion by school-level data, any city/parish school district that has one or more charter schools will be required to insert their LEA Code (followed by "XXX") into the new site code field. The zipped file below contains an Access-based tool that may be used by affected school districts to insert their LEA Code & "XXX" into the site code field of their prepared AFR file. The Access tool may be downloaded to, and operated from, anywhere within your PC; however, the AFR text file to be modified must be located at the ROOT DIRECTORY and named AFR600.txt (i.e., C:\AFR600.txt). The modified file to be uploaded via the LEADS Portal will be output to the ROOT DIRECTORY as C:\2008 AFR600-LEAxxx.txt. Required Software: Microsoft Access (Version 2003 compatible).

AFR Filebuild Tools (Version 2008)
The two "Version 2008" zipped files below each contain the pre-formatted AFR spreadsheet with formulas (see Forms) and an Access module that will convert spreadsheet content into the standard AFR600 fixed-width text file format. The first Access module (AFR_Filebuilder_SITE (Ver 2008)) inserts the user's site code into positions 92-97 of each output record; and is provided for use by university labs (LSU & Southern) and by public charter schools (Types 1, 2, 3, 4, and 5). The second Access module (AFR_Filebuilder_LEA (Ver 2008)) is for use by RSD-LDE to create a consolidated AFR600 file for LEA 396; and (if desired) for use by individual city/parish school districts. Completed AFR text files created for lab schools, charter schools, or RSD-LDE must be uploaded directly to the Web-AFR System via the LEADS Portal per section 4 of the AFR user's guide. Use of these file creation tools will require 10 MB of hard drive (specifically C-Drive) on a PC having both Microsoft Excel and Access (Version 2003 compatible). Note: Creation of folder "C:\AFR_FILEBUILD" on the target PC is mandatory for use of Filebuilder. >>Please review Operating Instructions Step 1 BEFORE downloading the zipped files .

Web AFR Training
Reporting of Annual Financial Report (AFR) data for all public school districts and agencies, including selected types of individual public schools, must use the Web AFR System available via the LEADS Portal (https://leads.doe.louisiana.gov/ptl/). Reporting districts/agencies/schools have the option to either upload their AFR files in prescribed text format using the "LEA Upload" screen; or to create/enter their AFR data on-line using the "LEA Update" screen. (CAUTION: Users cannot mix modes; i.e., once the on-line or upload option is selected, the user must remain with that option for the entire data collection cycle.) Below are two training presentations (zipped), w/companion Word scripts, covering the two data upload or entry methods under the Web-AFR system. If you plan to upload batch AFR files, select the training presentation for AFR Batch File Upload and (for reference) print the companion script. Any district, agency, or school that prefers on-line entry should select the training presentation (and script) for on-line entry (titled: AFW Replacement). Those districts/schools lacking file extract and preparation software may opt for on-line entry; or may use the AFR Filebuild Tools described above, in which case they should review the AFR Batch File Upload training.
