Distance Learning by Satellite

Distance Learning Allocations

In fiscal year 2006-07, the project will continue to support satellite broadcasts to public schools (in accordance with the provisions of Consent Judgment 90-880-A) at school-based downlink sites based on a school.s application to the Louisiana Virtual School and the school.s access to the necessary technological equipment to receive the satellite transmissions. However, schools will be eligible to apply for satellite funds only if the requested courses are not available through the Louisiana Virtual School, the Louisiana Virtual School courses are filled to capacity, and the course is required for TOPS and/or graduation requirements Satellite sites may select from a wide range of BESE-approved student satellite courses that meet the requirements of the Louisiana State Standards for Distance Education.

The submission deadline will be September 5, 2006 for fall 2006 courses and January 22, 2007 for spring 2007 courses. A budget narrative must also be submitted that details the total number of students participating, cost per student, and cost for any supplemental student materials. The LVS will continue paying for site licensing fees.

All expenditures must be in accordance with BESE rules, regulations, and policies governing local school districts. The use of 8(g) Funds is restricted to paying student enrollment fee(s), the cost of student materials for the satellite course, and a site license fee for public schools.

Schools with students participating in satellite courses will provide a classroom facilitator and will collaborate with various providers in furnishing requested information. The classroom facilitator will serve as the satellite coordinator who oversees all administrative functions of the satellite courses and programs at the site. They will comply with the LA State Standards for Distance Education and report to the LDE on various aspects of their involvement in satellite programming. Per the LA State Standards for Distance Education, the classroom facilitator must be a qualified teacher.

Approved public schools will have the opportunity to apply for funds to pay for Satellite Distance Learning courses outside of the LVS if the course need meets one of the following criteria:

1) The course is not available as a Web-based course through the Louisiana Virtual School, no other TOPS eligible course is available at the school or through the LVS, and the course is needed to meet school/district 2006-07 graduation requirements.
2) The school had previously offered the course when it was delivered by satellite, and it is needed to complete a course of study that was previously funded by LVS 8(g). For example, if a student took Japanese I during 05-06, then Japanese II would be funded. However, no new course of study will be funded. This allocation program will be phased out in '07-'08.

Web-based allocations

Approved public schools will have the opportunity to apply for funds to pay for Web-based Distance Learning courses outside of the LVS if the course need meets one of the following criteria:

1) The course is not available as a Web-based course through the Louisiana Virtual School, no other TOPS eligible course is available at the school or through the LVS, and the course is needed to meet school/district 2006-07 graduation requirements.
2) The school had previously offered the course when it was delivered by satellite and it is needed to complete a course of study that was previously funded by LVS 8(g). For example, if a student took Japanese I during '05-'06, then Japanese II would be funded. However, no new course of study will be funded. This allocation program will be phased out in '07-'08.

For students participating in Web-based courses outside of the LVS, the facilitator must be physically present on the participating school's campus, be present during the time of course delivery, hold a Louisiana teaching license, and be a member of the school faculty. This facilitator must have daily access to email, Internet, a phone, and fax machine.
