Grants, Planning and Evaluation
The overarching goal of the Louisiana State Plan for Educational Technology states that "… all Louisiana educators and learners will benefit from technology-rich environments that support student achievement and produce lifelong learners able to succeed in an information society.” Toward that goal, the Louisiana Department of Education promotes a coordinated effort of technology grants, technology planning, and technology evaluation.

Technology Grants
Since 1999, Louisiana school systems and schools have received more than $133 million in state appropriations (Classroom-Based Technology Fund) and approximately $47.4 million in federal dollars (Technology Literacy Challenge Fund and Enhancing Education through Technology Fund) to support the effective use of technology in teaching and learning. Additionally, schools and districts have accessed state 8(g) funds and federal Advanced Placement awards to provide students with expanded course offerings through distance learning.

Technology Improvement Grant (Enhancing Education through Technology) 06-07
In years when the State Legislature appropriates state technology allocation funds, the Technology Improvement Grant is comprised of federal Enhancing Education through Technology Allocation Funds and state Classroom-Based Technology Funds. Due to the absence of state technology funds (Classroom-Based Technology Funds-CBTF) for the 2006-2007 school year, only public LEAs are eligible to apply for the Technology Improvement Grant (EETT Allocation Grant). In the case of the Technology Improvement Grant's consisting only of federal funds for the 2006-2007 school year, the terms "Technology Improvement Grant" and "Enhancing Education through Technology Allocation Grant" are used interchangeably.
For the 2006-2007 school year, the public systems were identified to participate in the distribution of slightly less than $5.4 million from EETT, Title II, Part D of the federal No Child Left Behind legislation. Of that $5.4 million Title II amount, 50% is awarded to local educational agencies based upon a formula allocation (computed on the agency’s proportionate share of Title I, Part A) and 50% is distributed through competitive grant processes. This competitive EETT process is available in several competitive formats, including system-specific and regionally directed funding programs.
Formula allocations are awarded to public LEAs based upon a system proposal submitted in response to the Technology Improvement Grant (EETT) application.

Enhancing Education Through Technology (EETT) Competitive Grants 2006-2007
As mentioned above, 50% of the available Title II, Part D funds are awarded to districts using a formula allocation. The remaining 50% of the funds are awarded to districts on a competitive basis. Proposals are submitted in response to a request for applications and are evaluated through an extensive review process.

Distance Learning Grants
The Department of Education offers several grant opportunities that provide expanded course offerings to students in state-approved schools. Through the Statewide Distance Learning Network, the Louisiana Virtual School, and the Advanced Placement Incentive Program, more than 3,000 Louisiana students will access learning opportunities that would not otherwise have been available to them.

Technology Planning
The State Plan for Educational Technology, originally adopted in 1996 and revised in the fall of 2006, provides the basis for all statewide educational technology initiatives and guides the development of district and school technology plans.

Technology Evaluation
System-level and school-level data relative to educational technology integration, growth, and implementation are collected and evaluated annually. The technology evaluation website provides access to previously submitted data, evaluation reports, the Technology Training Evaluation, the Technology Proficiency Assessment, and System/School Technology Survey submission sites.
