Emergency Impact Aid for Displaced Students Program

The Emergency Impact Aid for Displaced Students program provides funds for local educational agencies (LEAs) to assist with the cost of educating students displaced by Hurricanes Katrina and Rita during school year 2005-06 and for nonpublic schools servicing displaced students.

Do you qualify?

Did you enroll your child in a nonpublic school after being displaced by Hurricanes Katrina or Rita?

NOTE: Each parent or guardian always has the option of enrolling their child(ren) in a public or a nonpublic school.

If so, did this school meet the nondiscriminatory admissions guidelines under Brumfield vs. Dodd and was Academically Approved by the Louisiana Department of Education?

If yes, then you are eligible to request that an account be established on behalf of your child at the nonpublic school in which he/she was enrolled. Complete the Parent Application to request the establishment of this account.

Public Local Educational Agency (LEA)

A local educational agency (LEA) must submit an application to the Louisiana Department of Education (LDE) in order to be eligible for funds under the Emergency Impact Aid for Displaced Students program. This application will only include a request for funds for eligible public school students. The previous monthly reporting of student data by LEAs through the Student Information System (SIS) will enable the LDE to determine the public displaced student counts without any additional work. LEAs are responsible for completing the required information on the application, carefully reading the assurances, and obtaining the necessary signature.

NOTE: LEAs will be required to act as Fiscal Agents for the funds allocated on behalf of nonpublic displaced students at nonpublic schools within the school district’s boundaries.

Parental Notifications

The Hurricane Education Recovery Act requires that every effort be made by the Louisiana Department of Education, nonpublic schools, and local educational agencies to contact and notify parents of nonpublic students about the availability of this funding. The Department is providing this flyer to assist with this effort. One recommended method of notification is the distribution of this flyer to all students currently enrolled in public and nonpublic schools.
