Overview
In November 2003, LDE issued a Request for Proposals (RFP) to procure a Web-based grant management system to manage the entire grant life-cycle process and provide a consistent grant application process across all grants, including the re-engineering of the current processes to result in a more efficient and effective way to serve partners. LDE selected The Innovation Group/MTW (TiG/MTW) as the vendor to provide their eGMS solution due to their in-depth understanding of and experience with grant management and education operations, issues and challenges. TiG/MTW has implemented successful education grant management system solutions in Missouri, Illinois, Nebraska, New Jersey and Kansas, and is currently working with the Louisiana Department of Education to develop their eGrants system.
The LDE electronic Grant Management System (eGMS) will provide the desired automated and Web-based support for streamlining the grant processes and improving the consistency of grant programs administered by the Louisiana Department of Education (LDE). Given the challenges currently facing both LDE and the school districts, this consistency and streamlining must be realized in order to improve the timeliness and services provided to local education agencies (LEAs) in Louisiana.
The eGMS project was initiated in March 2004 with kick-off meetings to introduce the LDE eGMS project team, discuss project success factors and provide an overview of the project. These meetings were well attended by staff from both LDE and many of the school districts. The first phase of the project has been completed and involved extensive work with LDE staff to document the current business processes and the LDE requirements for the electronic grants management system. Since March, multiple meetings have also been conducted to provide project overview, demonstrate the automated Grants Management System, and to discuss project and business process related issues and concerns. These meetings have included the Committee of Practitioners, the Ad Hoc/Special Populations Committee, the Parish Superintendents’ Advisory Committee, the LDE Superintendent and Deputy Superintendent and the BESE Finance committee.
