Program Description and History

The Louisiana State Literacy Resource Center was established within the Governor’s Office of Lifelong Learning as a result of the National Literacy Act of 1991. In 1996, federal funding was eliminated; the State Literacy Resource Center continued to function through grants for teacher training and technical assistance. The center has been housed in the Louisiana Department of Education’s Division of Family, Career and Technical Education since 1998. Louisiana is one of 40 regional centers in the United States charged with assisting public and private efforts to advance literacy.

Louisiana State Literacy Resource Center is a member of the Southern Literacy Communications Consortium, a joint project of the National Institute for Literacy, the Center for Literacy Studies in Tennessee and all SLRC’s in the southern states. The Southern Consortium has placed all State Literacy Resource Centers on the Internet, creating an electronic hub of regional and national literacy resource centers. The State Literacy Resource Center has been collaborating, through an interagency agreement with the State Library of Louisiana, over 2,500 literacy items catalogued and available through all local public libraries. The center continues to work with multiple state agencies to disseminate materials to learners, providers and policy makers.



Impact of Program

The Louisiana State Literacy Resource Center will engage in the following activities designed to:

• Stimulate the coordination of literacy services;
• Enhance the capacity of state and local organizations to provide literacy and adult education services;
• Serve as the reciprocal link between the National Institute for Literacy (NIFL) and service providers for the purpose of sharing information, data, research, expertise and literacy resources;
• Provide staff development for educators of adult learners in standards based instruction, program management, and learning styles and differences;
• Provide technical assistance to adult educators;
• Incorporate resource development, information collection and dissemination to public libraries; and
• Assist with policy development.



Evaluation Results/Data

Data for the Louisiana State Literacy Resource Center is collected through registration of applicants interested in attending professional development workshops. Workshop evaluations/surveys are also kept on file for each scheduled workshop.


Proposed Use of Funds

Adult Education State Leadership funds will continue to be used to pay for the state directors’ salary. There will be no other expenses incurred for this program.



Programs and Resources

HELP - Health Education Literacy Program HELP, Health Education Literacy Program, addresses the development of literacy and communications skills in ESL adults by using the health and well being of their children as a motivator.
