Methods of Administration
METHODS OF ADMINISTRATION (MOA) PROGRAM
To assure that the civil rights requirements specified by The Vocational Education Guidelines are met, the U.S. Department of Education, through the Office for Civil Rights, required states to develop a Methods of Administration compliance program. Louisiana has developed a plan for Methods of Administration for Civil Rights Compliance in Career and Technical Education programs.
The MOA Reviewer has the responsibility to provide technical assistance to administrative and supervisory personnel at all levels of the recipient institutions in order that they can comply with the provisions of the law; to establish the procedures which assure compliance with the provisions of the law; and to carry out review visits to the institutions that offer career and technical education programs and receive federal funds.
Secondary school systems that offer Career and Technical education programs and receive federal financial assistance are selected for review on a rotational basis. Reviews are also scheduled due to any or all of the reasons listed below:
• Information obtained from complaints relating to possible infractions.
• Knowledge by the Department of Education of practices that could result in discrimination problems.
• Information from the Office of Civil Rights relating to problems of discrimination.
• Information that indicates patterns of disproportionate enrollment.
On-Site Reviews
The on-site review process consists of visits to school district offices and school facilities and interviews with superintendents, Career and Technical Education supervisors, principals, directors, guidance counselors, teachers and students, as well as classroom observation, review of records, and tours of the physical plant and grounds to assess the institution's compliance with federal civil rights statutes in the career and technical programs offered by the institution.
The Federal Vocational Education Program Guidelines for Eliminating Discrimination and Denial of Services on the Basis of Race, Color, National Origin, Sex, and Handicap explain how civil rights laws and U. S. Department of Education regulations apply to career and technical education programs.

The following notices may be adapted for the use by school districts and schools:

This notice is provided as required by Title VI of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of 1973, Title IX of the Education Amendments of 1972, the Age Discrimination Act of 1975, and the Americans with Disabilities Act of 1990. Questions, complaints, or requests for additional information regarding these laws may be forwarded to the designated compliance coordinator(s).
