money LEA Application

The overall purpose of this application is twofold: (1) the development and implementation of assurances and procedures that specify the provision of a free appropriate public education (FAPE) to all children with disabilities within the Local Education Agency’s (LEA) jurisdiction who are eligible for such services; (2) the basis for obtaining flow-through funds under the Individuals with Disabilities Education Act (IDEA). (When IDEA is referenced in the document, preschool funds under Section 619 as described in 20 USC 1419 are included.) The projected uses of such funds are described in meeting the needs of students with disabilities. The application also serves as a planning guide for the LEA. Within the framework of written procedures, needs are identified, goals and objectives are developed, and priorities are established for the use of IDEA funds. By adhering to Federal and State statutes and regulations by clearly identifying needs, and by carefully planning to meet those needs effectively, the LEA can fulfill the intent and purpose of the IDEA.

Grant Opportunities

To address the requirements of the IDEA, the LDOE is issuing Request for Applications(RFAs) in the following categories to support projects that will help schools, school districts, communities and parents of children with disabilities develop, continue, or replicate successful programs and/or practices to support students with disabilities in accessing and making progress in the general education curriculum in the least restrictive environment.

Applications for funds must be submitted by April 29, 2005. Title X, Part C McKinney-Vento Homeless Grants

Homeless grants are awarded on a (3) three-year cycle. The State educational agency (SEA) shall, in accordance with section 722 (e), and from amounts made available to such agency under section 726, make subgrants to local educational agencies for the purpose of facilitating the enrollment, attendance, and success in school of homeless children and youths. The State educational agency may consider the number of homeless children and youths enrolled in preschool, elementary, and secondary schools within the area served by the local educational agency, and shall consider the needs of such children and youths and
the ability of the local educational agency to meet such needs.
