AFR System User's Guide. . . . Transitioned to Web AFR effective 2007-2008

AFR User The Annual Financial Report (AFR) is a summary of financial activities for the school year just completed that is reported to the State Superintendent of Education by each public school district. The AFR System User's Guide identifies or provides data requirements, record formats, schedule, and instructions for creating and submitting the AFR data. Appendix C of the guide provides instructions for the AFR Filebuilder, a tool used in AFR reporting by charter, lab, and Recovery School District (RSD) schools. This tool is also available to any district lacking the capability for extracting financial data into the AFR formats.

Forms

AFR-formatted Excel spreadsheets containing import ranges and field headings for use with AFR FILEBUILD TOOLS. Embedded formulas provide row totals and automatically calculate all values for rows representing subtotals and grand totals.

AFR Filebuild Tools

The two zipped files below each contain the pre-formatted AFR spreadsheet with formulas (see Forms) and an Access module that will convert spreadsheet content into the standard AFR600 fixed-width text file format. The first Access module (AFR_Filebuilder_SITE) inserts the user's site code into unused positions of the AFR600 record "filler"; and is provided for use by university labs (LSU & Southern) and by public charter schools (Types 1, 2, 3, 4, and 5). The second Access module (AFR_Filebuilder_LEA) is for use by RSD-LDE to create a consolidated AFR600 file for LEA 396; and (if desired) for use by individual city/parish school districts. Completed AFR600 files created for lab schools, charter schools, or RSD-LDE should be e-mailed directly to Robert.Robbins@La.Gov. AFR600 files created for city/parish school districts would be uploaded to the AFR System per section 4 of the AFR user's guide. Use of these file creation tools will require 10 MB of hard drive (specifically C-Drive) on a PC having both Microsoft Excel and Access (Version 2003 compatible). Note: Creation of folder "C:\AFR_FILEBUILD" on the target PC is mandatory for use of Filebuilder. >>Please review Operating Instructions Step 1 BEFORE downloading the zipped files .

Web AFR Training

Effective August 2008, all uploads or reporting of Annual Financial Report (AFR) data for city/parish school districts will use the new Web AFR System. Access will be through the LEADS Portal instead of MVS. This applies both to those who previously uploaded batch text files and those who had entered data on-line using the AFW "spreadsheet". Below are two training presentations (zipped), w/companion Word scripts, covering the two data upload or entry methods under the new system. If you plan to upload batch AFR files, select the training presentation for AFR Batch File Upload and (for reference) print the companion script. Districts who prefer on-line entry, or who lack file extract/preparation software, should select the training presentation (and script) for AFW Replacement - - - should any of the latter districts subsequently elect to use the AFR Filebuild Tools described above, they would also need to review the AFR Batch File Upload training.
